Unveiling DoT's Latest Cybersecurity Move in Gujarat

DoT blocks 6.76 Lakh SIM cards, 10,296 Mobile Phones in Gujarat

The Department of Telecommunications (DoT) has taken a significant step in combating cybercrime by utilizing facial recognition technology to block 6.76 lakh SIM cards and 10,296 mobile phones in Gujarat. This move is part of an initiative to address various types of SIM card fraud and prevent further criminal activities.

Facial Recognition Technology in Action

The Artificial Intelligence and Facial Recognition Powered Solution for Telecom SIM Subscriber Verification (ASTR) system has been instrumental in identifying duplicated SIM card registrations through subscriber images provided by Telecom Service Providers (TSPs). The technology detects discrepancies in information such as names, guardian names, date of birth, and other KYC parameters.

During the investigation, the DoT focused on detecting SIM card fraud involving falsified documents, mass registrations under a single identity, and connections to cybercrime. Additional data from state law enforcement agencies and financial institutions, along with ASTR analysis, aided in identifying and blocking the flagged devices in Gujarat.

Concerns and Limitations

Despite its potential benefits, the ASTR system raises concerns about data handling practices, privacy protection, and consent protocols. Like other facial recognition technologies, ASTR may have limitations in recognizing individuals accurately, particularly due to factors like natural aging. These limitations could impact the system's effectiveness in fraud detection and prevention.

Questions surrounding privacy safeguards and data handling policies for ASTR remain unanswered. MediaNama's efforts to obtain information through RTI requests regarding ASTR's operational details and data management practices have not yielded results.

Government's Collaborative Efforts

In addition to blocking SIM cards and mobile devices, the government is using ASTR to identify and block fraudulent activities on social media platforms. Collaboration with entities like Meta has been crucial in swiftly addressing fraudulent accounts associated with flagged phone numbers. This coordinated approach involves notifying relevant authorities, suspending accounts, and initiating legal actions against the identified individuals.

In a statement, IT Minister Ashwini Vaishnaw acknowledged Whatsapp's cooperation with the government in blocking accounts linked to fraudulent activities identified through AI technologies.
