The use of ChatGPT, a conversational AI model, has extended to a variety of organizations and individuals, prompting more and more people to explore its potential. The technology reportedly offers various benefits to users, including improving operational efficiency in accomplishing tasks and reducing the burden of preparing reports and other documents.

Yokosuka City Hall in Kanagawa Prefecture on Tuesday began introducing ChatGPT on a trial basis from April 20. The officials prompted ChatGPT for examples of catchphrases for its city bulletin to promote welfare activities. The system generated catchphrases that Yokosuka officials can use in their marketing campaign effectively. Similarly, the Fujioka municipal government in Gunma Prefecture also plans to introduce ChatGPT on a trial basis in early May.

While several organizations have recognized the potential of ChatGPT, some have expressed concerns. Tottori prefectural government has banned its employees from using the system in principle despite its unique potential. Tottori Gov. Shinji Hirai emphasized the importance of staff members gathering information themselves rather than depending on machine-generated words to answer questions.

The use of ChatGPT in Diet deliberations has also been a matter for debate. Lawmaker Kazuma Nakatani of the opposition Constitutional Democratic Party of Japan reportedly used ChatGPT to create his question to the Prime Minister and read out the answer generated by the system to compare it with Prime Minister Fumio Kishida's actual response. The use of AI in this context has drawn criticism from experts who fear that AI could effectively take over legislative power.

Another serious concern is the use of AI in universities. Students can use the system in place of human thought, which is not desirable. Use of AI in writing job applications could lead to unfair competition among applicants. Currently, companies lack the means to detect texts written by AI, and a recruiting official at a medical device manufacturer said they have no choice but to assess human nature and aptitude in interviews. Universities are taking measures to prevent students from using AI for papers and reports without permission from faculty members.

In conclusion, the use of ChatGPT offers potential benefits, but it is essential to discuss how effective, appropriate, and trustworthy the technology is. The use of AI is proceeding in a haphazard manner, and guidelines on how to handle AI in educational settings need to be formulated.
