Disabled man's request for ChatGPT subscription denied by NDIA

Australia’s disability support agency, the National Disability Insurance Agency (NDIA), recently upheld its decision to deny a disabled man’s request for a ChatGPT subscription. The NDIA argued that the artificial intelligence service was poor value for money and posed risks due to providing inaccurate information.

Review by Administrative Review Tribunal

Earlier this week, the Administrative Review Tribunal’s general member, Justin Toohey, made a decision in a review of the NDIA's provisions for the applicant. The applicant had sought participant supports under the National Disability Insurance Scheme (NDIS) for assistance with medical, physical, and psychosocial issues. This request included a subscription to ChatGPT Pro, a paid plan offering more features than the free version.

The applicant presented evidence from an occupational therapist highlighting the benefits of ChatGPT Pro, such as simplifying complex information, providing on-demand assistance, and aiding in emergency situations.

However, the NDIA contended that the service was risky and not justified compared to the free plan.

Decision by Administrative Review Tribunal

Toohey agreed with the NDIA, noting that while the applicant was aware of the risks associated with ChatGPT, the evidence did not prove that the paid subscription was a necessary support. The tribunal ordered additional supports for the applicant, including more accommodation for trips, increased support worker hours, and funding for essential items.
