The problem first surfaced around 2 p.m. ET, as reported by DownDetector, with approximately 15,000 users initially reporting problems.

While the number of reported outages has decreased since then, there are still numerous users encountering difficulties. OpenAI acknowledged the situation, stating, "Most of ChatGPT, the API, and Sora have been inaccessible for a few hours, and we apologize for the inconvenience this has caused." However, as of just after 6 p.m. ET, OpenAI confirmed that Sora is now back to being fully operational.
