ChatGPT and Advanced AI May Face New Regulations in Europe

Artificial Intelligence technology has seen a significant surge in adoption with the introduction of OpenAI's ChatGPT. However, it has raised concerns among lawmakers, leading to stricter regulatory laws, especially in Europe. According to The Wall Street Journal, EU lawmakers are considering new regulations to govern the development of technologies like ChatGPT.

A group of EU lawmakers is planning to release an open letter on Monday, where they will emphasize the need for new rules customized to powerful, general-purpose AI tools. According to a copy of the letter, they wrote, "With the rapid evolution of powerful AI, we see the need for significant political attention."

The proposed AI Act will add provisions to the bill that focus on developing "human-centric, safe, and trustworthy" very powerful AI. The EU's pending bill is expected to become law in 2023 and might serve as a blueprint for other regulatory initiatives in different regulatory traditions and environments around the world.

It is not clear what new provisions the EU Parliament will propose, but the letter stated that rules are needed for AI tools called foundation models. These models are trained on massive sets of data and underpin tools like ChatGPT. The regulators will discuss the proposals this week and then come to terms with a common position, which will then be voted by the Parliament in May. Afterward, the draft will be negotiated with members of the EU's Council. Both chambers will have to vote and greenlight the same for it to become law.

As AI technology evolves rapidly, it is essential to pay attention to regulations governing the industry. The regulations aim to steer the development of very powerful artificial intelligence in a direction that is safe, trustworthy, and human-centric.
